Purpose

Provides grant funding to implement and deliver mentoring services to children of incarcerated parents (COIP). Supports culturally and age/developmentally appropriate mentoring programs designed specifically for COIP in areas with high rates of incarceration. Includes one-on-one, group, and peer mentoring approaches in home, family, school, and/or community settings. Aims to establish programs that promote family engagement and community connectedness and serve as a bridge between youth, families, correctional institutions, schools, and the community through outreach, engagement, and other supportive services.

Program objectives include:

  • Develop culturally and age or developmentally appropriate topics related to addressing COIP internalized and externalized behaviors and coping strategies to adjust to life without having immediate access to the incarcerated parent
  • Recruit and retain mentors who are based in or have strong ties to the communities they serve, and demonstrate credibility, integrity, and leadership
  • Screen and train mentors annually
  • Facilitate at least a weekly group mentoring session to track both mentor and mentee progress and maximize participants' engagement
  • Facilitate at least 4 hours of monthly one-on-one mentoring sessions between mentors and mentees
  • Develop and maintain relationships with community and government agencies to provide participants with or connect them to resources
  • Curate, organize, plan, or execute at least 12 annual accessible community events for participants
  • Supply COIP with resources to contact or visit their incarcerated parents and mentors
  • Provide support to COIP to prepare them for their interaction with the incarcerated parent at least 72 hours before contact
  • Provide support to COIP within 24 hours after they have contact with their incarcerated parent
  • Assist COIP and their caregivers with their transportation needs related to programming and access to the incarcerated parent
  • Facilitate at least 2 annual group meetings with COIP's caregivers
  • Collect information on services offered or referred to parents and children in the program

Who Can Apply

Eligible applicants include:

  • Federally recognized tribal governments and tribal organizations
  • Nonprofits with or without 501(c)(3) status, other than institutions of higher education
  • Independent school districts

Applicants must have operated an established mentoring program for at least 1 year prior to the release of this opportunity.

Priority consideration is given to proposals designed to meaningfully advance equity and remove barriers to accessing services and opportunities for communities that have been historically underserved, marginalized, adversely affected by inequality, and disproportionately impacted by crime, violence, and victimization.
