Rural Health Network Development Planning Program
Supports planning activities to assist rural communities in developing integrated healthcare provider networks. Promotes the strengthening of rural healthcare systems by achieving efficiencies, expanding access to care, increasing care coordination, and improving basic healthcare services. Encourages rural networks to target several clinical priority areas, including the treatment of opioid use disorder (OUD) and other substance use disorders (SUDs).

First Responders – Comprehensive Addiction and Recovery Act (FR-CARA)
Provides funding for training and resources to first responders and members of other key community sectors at the state, tribal, and local levels on carrying and administering drugs or devices approved or cleared under the Federal Food, Drug, and Cosmetic Act for emergency treatment of known or suspected opioid overdose. Works to establish processes and protocols for referral to appropriate treatment and recovery communities, and for safety around fentanyl, carfentanil, and other dangerous licit and illicit drugs.

Emergency Medical Services for Children State Partnership Program (EMSC SP)
Funds demonstration projects in states to improve the quality of emergency medical services (EMS) for children. Seeks innovative models and methods to strengthen EMS systems and improve health outcomes for children receiving emergency medical care. Supports enhancements to electronic health information systems, coordination of emergency care, education for emergency workforce, integration of pediatric components into emergency systems, and national quality improvement initiatives.
